Aysel Yagubova

Aysel Yagubova is the Executive Director of the Economic Cooperation Organization Clean Energy Center (CECECO), appointed in September 2025 after serving as Interim Director of the Center. With over two decades of experience in diplomacy, international cooperation, and sustainable development, she leads CECECO's efforts to promote renewable energy, energy efficiency and clean energy transition, through facilitating knowledge exchange, strengthening institutional capacities, and fostering partnerships among governments, international organizations, financial institutions, and the private sector.

She holds a Master of International Public Policy degree with affiliation in Energy, Resources and Environment from Johns Hopkins University School of Advanced International Studies, reflecting her strong academic foundation in sustainable energy and environmental policy. Ms. Yagubova has also successfully completed the internationally recognized Green Energy Finance Specialist programme of the Renewable Energy Academy (RENAC), Germany. Her expertise includes renewable energy project development, clean energy financing mechanisms, sustainable investment strategies, and energy transition policy frameworks.

Prior to her current role, she served at the Ministry of Foreign Affairs of Azerbaijan, including as Director for Cooperation with International Human Rights Institutions. Her diplomatic career includes postings at the diplomatic missions of the Republic of Azerbaijan to the United States, Iran, and the Permanent Mission to the Organization for Security and Co-operation in Europe.

Ms. Yagubova holds the rank of the Envoy Extraordinary and Plenipotentiary.
